Role Of The Department Of Constituency Empowerment
The Constituency Empowerment Programme
The Constituency Empowerment Programme has three (3) dimensions.  Firstly it is seen as a platform for promoting development and an avenue through which Barbadians can participate in the decision-making process and contribute to national development.  Secondly, it is a strategy to increase the effectiveness of social development programmes, since the programmes are undertaken in response to the needs of the constituency which have been identified and prioritised by its residents.  Thirdly, it allows for a more efficient delivery of services to the residents and the constituency as the level of bureaucracy will decrease; and improves livelihoods as local residents with the required skills will be on the frontline of employment opportunities within their respective constituencies.

The Constituency Empowerment Programme will be carried out through the following entities:
  1. Department of Constituency Empowerment
  2. Constituency Councils
The Department of Constituency Empowerment
The Department of Constituency Empowerment is the link between the Ministry of Social Care, Constituency Empowerment, Urban and Rural Development and the Councils.  The Department is responsible for the delivery of the Constituency Empowerment Programme, for providing the policy, programme, administrative and financial  support needed for the functioning of the Constituency Councils, and for facilitating the relations between the Constituency Councils and the rest of the Government.
