Staff of the DCE
Director Of The Department Of Constituency Empowerment
Provides strategic leadership for, and manages the operations of the Department of Constituency Empowerment and collaborates with the other Departments of the Ministry, Government Agencies, Civil Society Organisations and other stakeholders, in facilitating the work of the Constituency Councils; advises the Ministry on policy as it pertains to the operations and work of the Constituency Councils and Constituency Empowerment Centres.

Programme Officer 
There is a Programme Officer for each zone. The Programme Officer provides the necessary linkages between the Constituency Councils and the Department of Constituency Empowerment as assist the Constituency Councils with the formulation and implementation of their programmes and activities, including facilitation of the effective and efficient day-to-day management and operations of the Constituency Councils; assists the Councils with the formulation, presentation and execution of their work plans and their outreach programmes, inter alia; supervises the Programme Assistants in the Zone for which they have responsibility.

Programme Assistant
There is a Programme Assistant for each Constituency Council. The Programme Assistant provides for the day-to-day functioning of the Constituency Councils as far as the interfacing with Constituency residents is concerned, including serving as the liaison officer between the Constituency Councils and the Department of Constituency Empowerment; community (organisations, groups, clubs etc.); facilitating all Council  meetings; assisting with the implementation of decisions taken at Council meetings; ensuring the security of all records and transactions of the Constituency Councils and making such documents available to the Councils and the Department of Constituency Empowerment when required; supervising the work of the volunteers to ensure that all transactions fall within the accepted standards of the Constituency Councils and that of the Department of Constituency Empowerment; representing the Department of Constituency Empowerment at various community meetings and functions; preparing and submitting periodic reports as may be required by the Constituency Councils and/or the Department of Constituency Empowerment, and provides the Programme Officer with regular feedback on operational/administrative requirements to facilitate the work of the Councils, inter alia.
